First you want to get what you want in words. It doesn't have to be full sentences. Bullet points are fine.

Then make quick thumbnails of each page, spend less than a minute or two on each thumbnail, this is just to layout what you want. if you want, have someone look at it. Ask them how the pacing feels, how the structure looks, etc.

Once that's done, edit it. Condense it. Less is more, and it's a lot easier to tackle.

Then expand. Your thumbnail should be a mess so use that as a reference instead of tracing over it. once that's done, refine the lines, add whatever you want to to it. Background, lighting, etc. Remember this is still a rough stage so it's alright to be messy.

Finally, refine it. Refine it until you like how it looks. Give it one more read through, then share it.
